How to add vCloud Directory to vCO Inventory ?

I installed vCloud Director 8.10 and vCO 7.0. I need to add vcloud to vco inventory as you can see below ; I installed vCloud Director plugin to vco but could not find any "Add vcloud director..etc" workflow. What is wrong ?
