No network backing assoicated with Physical Network

Ran into an issue when shutting down deployed vApps with vCDNI-backed networks (the vApps remain in a running stat........the error message states "no network backing associated with physical network".  As I watch the undeploy process in VC, it looks as if the Edge device associated with the vApp is being removed first before any of the VMs or the dvPortGroup.  Has anyone seen this behavior and do you know how to get these vApps to power down so they can be deleted.  One thing to mention, tried to reset the vApp network and I get another error that reads "Failed to redeploy shield appliance - HTTP/1.1 404 Not Found, Code : 70001, Description : vShield Edge not installed for given networkID. Cannot proceed with the operation" confirming the fact the Edge device has been removed.

vApp remains in a Running State with a "Cannot Stop" error, We cannot delete the vAppall that we have tried fails!!! Help...

 

Q: What may be root cause of this issue and what may be the best way to clear this state and delete vApp from vCD?
