vApps cannot ping Default Gateway or other vApps

I have created a couple of vApps both of which are on the same Subnet and have obtained their IP Addresses via a 'Static Pool'.

One of them has the IP Address:  10.200.9.2  the other has an IP address of 10.200.9.3.  They cannot ping each other (Firewall is off) and can't even ping their default Gateway.

Any thoughts?
