Cannot start vApp after vApp was stopped

Hello,

I need your help finding out what is happening.

vApp was stopped, ant after that I cannot start it. Error from Cloud Director web interface is:

The operation failed because no suitable resource was found.

I cannot create new VM in that vApp, error "Failed to create". Other vApps in the same virtual organisation is working normal. I can create and start VM in other vApp on the same organisation, it means that we have enough resources.

Moving VM to other vApp would be problematic, becouse of big VM disks.

Any suggestions how to repair failed vApp? Logs from Cloud Director server when I trying to power ON VM is attached. Cloud Director version 5.1.1
